At least this was not the case with some of the central govt projects that I'm aware of (in last cong govt). They all had oversight by @NISG . Plus most of the govt dept/ministries had their own e-gov division with a director / joint secys overseeing large e-gov projects.

When people ask me if their kids should study CS, I tell them - no. Study business or other sciences (unless they want to get into hard core CS; usually CS = coding skills) You can always argument your business / science skills with coding. Other way is usually not possible.
